According to w3 spec attribute domain is optional and should contain a string or URL that identifies a categorization taxonomy. Right now module points to the term url but according to spec it should contain vocabulary name. Sometimes exposing vocabulary name is not wanted so maybe including domain should be configured in formatted options.

drupal 6 uses the term URL and that's where I copied this from, but sounds like drupal has been doing it wrong..

Setting this to won't fix as the RSS category formatter is now part of core (both Drupal 7 and Drupal 8).
