attached patch accomplishes this by adding some new settings.

dwwdries suggested that "path_equiv" was a little hard to understand. renamed to "cvs_dir_root" (root of cvs directory).

dwwcommitted to HEAD and installed on d.o. whether anyone actually needs to use it to resolve http://drupal.org/node/113939 can be left for that other issue to decide...
