I seemed to have followed the instructions from here: http://drupal.org/node/570162 but after running update.php (it completed) every page just shows the following over and over:

Warning: include(/home/content/html/website/themes/garland/block.tpl.php) [function.include]: failed to open stream: No such file or directory in theme_render_template() (line 1234 of /home/content/html/website/includes/theme.inc).

.....................
When I look at that line in the theme.inc file I see the following:

include DRUPAL_ROOT . '/' . $template_file; // Include the template file

.....................
Not sure if there is a fix for this or if I should just start a clean install in a different folder with a different DB...

The site I upgraded was running 6.12 and I had removed all of the modules as well as all of the themes except for garland prior to running and I still haven't moved back any of the old modules so I don't think it has anything to do with that. Seems like there is an issue with Garland for some reason.

One thing we know is that in garland 7.0, the block.tpl.php was removed, that's why the "no such file.." error. Can you try rebuilding the theme registry by visiting the theme page (appearance in d7) ?

You say you didnt replace with the new garland theme?

I didn't remove the old Garland, though I overwrote it with the new Garland files prior to upgrade. Unfortunately I can not access any menu items. It's simply a blank page with the Garland default blue across the type and the errors shown in the content block area of the white background section. No other buttons or menus exist.

It's weird, it seems like a lot of people are having this same problem but nobody knows a solution. :(

Run:

TRUNCATE TABLE `cache` ;
TRUNCATE TABLE `cache_bootstrap` ;
TRUNCATE TABLE `cache_field` ;
TRUNCATE TABLE `cache_filter` ;
TRUNCATE TABLE `cache_form` ;
TRUNCATE TABLE `cache_menu` ;
TRUNCATE TABLE `cache_path` ;
TRUNCATE TABLE `cache_page` ;
TRUNCATE TABLE `cache_update` ;

in MySQL and that should fix it.
