I've made reasonable progress on my sandbox and will be doing more work starting next week.
The current module is for Drupal 4.7, and the author seems to have been inactive on d.o for over a year, and this project for over 4 years.
I am already a 'vetted Git user'.

Jeff Burnz commentedTim, I see you didn't open a support request to take this over (in the modules issue queue), I'm not sure of the official line here but that module has no users afaikt, no issues and no updates for a billion years, so appears to be well and truly abandoned.
Maybe open that issue, wait the two weeks and this could happen strait away, +1 for Tim taking over the namespace.

tim.plunkettIf you look up further in the issue, you will see this was filed exactly 2 weeks ago, as a support request in the queue, and was then moved here. That is the instruction given in step #4 of "Dealing with abandoned projects", which I linked to in the OP. I also attempted to contact the module maintainer via his contact link, and in IRC.
+1 for following the rules!
