Option to choose "Assign All" or "Groups"

I'm not too sure what "Assign all" would really mean... all the users on your site? That could be thousands...

The "assign group" was already requested by someone although no one implemented anything. Or maybe they were thinking to assign to a role, which is similar, in a way.

There were some talk to make To Do work with Organic Groups. But frankly I don't like that module (it is big and thus slow.) Although it would certainly be possible to create an extension that works with it.

Otherwise, you'd need to create an administration screen of some sort to create and manage the groups.

In any event, if you want to implement such a thing, it's going to involve a lot of changes. So pointing you to a file / line of code is a bit limited. To start with, maybe just adding one admin box to select the number of empty boxes to assign new users would work well?

I would also very much like to see assign all or assign role.

It would really be nice to assign all members of a group... I am creating an open learning sie and I have thousands of students... its hard to do three at a time...
