Try it as user 1 in Chrome 11.0.696.68 and some authenticated user in Firefox 4.0.1.
Nothing works: none of those 3 buttons in upper right corner (close, minimize, ??).
Moving doesn't work (the cursor for moving appears). The browser only select text, but nothing is moved.
I have several blocks, but none of them work. I can't even figure how to resize window.
I think that idea is great. I am having several blocks on my front page, but i always missed some modul that would allow authenticated user to move this blocks around.

I have the same issue. I think this is because of the theme used. I use interactive media as theme.

Edit: Actually, i tried some other themes like garland & bluemarine, but I still get the issue mentionned above :(

I finally solved: in my watchdog reports, I had some errors :

Page not found: sites/all/modules/jquery_ui/jquery.ui/ui/minified/ui.sortable.min.js

In fact, I reinstalled module jquery_ui and downloaded the jquery_ui library and now it works!
