This was reported in a previous bug report:

I have the 'corrected' version, but it still only allows one anonymous vote. If you vote anonymously, it will overwite the previous anonymous vote. I downloaded drupal and set up the site after the bug was fixed, and I checked the code and it has the updates listed.
