Can you explain more what you mean by "targeted installations of plug-ins that are readily available in vast existing pool of open source materials"? It is unclear if you mean, for example, install some existing Drupal modules and configure them for your site or if you mean code new custom modules related to existing, but currently non-Drupalized, open source materials --or, indeed, something else altogether.
