Option to prevent duplicate link postings from all users?

Could we have an option to allow only a single posting of a link and allow a user to add such a link to their list? For example let's say User A posts a link to http://abc.com . When User B attempts to post a link to http://abc.com then User B can comment on the initial posting by User A, and the initial posting is adding to User B's list of postings.
This type of handling would be similar to digg's handling of link submissions.

That would be a great feature. Have you looked into the Links package? There's an issue on the userlink queue to base userlink on Links, and I'm wondering if Links doesn't already do everything that you want?

I would love it if someone could give some feedback on if/how userlink and links should play together, if they should at all. With CCK and Views, I really think that userlink should be based on a CCK node type. It should also provide some decent Views (probably all the ones that we already have), but it doesn't need to be a heavyweight node-based module...

Thoughts?
