The existing implementation of billing rates is limited in flexibility and doesn't scale well to a large number of clients. Looking for an improved implementation using an interface similar to billing subscriptions.

Merged support rates and billing subscriptions into a single GUI. It's now possible to create hourly, daily, weekly and monthly billing rates. Monthly billing rates are subscriptions, whereas the other are applied to individual tickets.

Update path provided to perform a best-effort conversion from the old style of billing rates to the new style.
