I'm having this problem:

Except, I'm in 4.7.3, and I don't have duplicate calls to load the collapse.js, only one.

Happens to any collapsible menus on any forms anywhere in the site. They're showing up as just text, not hyperlinks.

Driving me completely nuts. I've disabled practically all of my modules, I've stripped out my CSS and left only the drupal css and js. Why why why?
