I'm trying to launch several web sites with my current ISP, DreamHost, and just learned they won't turn on the imap_open extension to PHP. Is it possible to still use MailHandler and ListHandler some other way, or is the imap_open PHP function an absolute necessity?

Just FYI, in case anyone else faces this problem: you can custom compile PHP, rather than using your ISP's default version. I recently did this at Dreamhost. More info at their wiki:

FYI, if you're new to this, it may look scary but the instructions are actually pretty straightforward, and there's really not that much harm you can do. (Still, always back up....)
