Flexinode doesn't support sitewide configurable_timezones [#12181]

Patch to add support for sitewide configurable_timezones to field_timestamp.inc. Time adjusting code was copied from format_date().

Patch is bad, I should read help for gmmktime() before trying to fix this. I'll do a better patch tonight.

I screwed up again...
My problem with this patch was actually related to the ampm bug mentioned in #11345.

So this patch is still valid.
