Button is there but hidden behind the panel somehow.
Add in admin settings, in the CSS wrapper: position:relative;z-index:1; to make it visible.

I am having the same problem for panels at http://www.hillroadcleaners.com/ I have added the suggested css in the admin section of G+ but cannot get it to show on the front page panels.

One more question: Is there any way to enable or disable the G+ button on any panel/pages?

btw gmasky, still you have it enabled? Can you try the dev version, enable the block and tell me when you have it again?
About your question... The block has paths to disable, like any other block.
