Permissions for that folder are: 755

georgehotelling commentedI'm not familiar with sites/all/modules, are you using Drupal 4.6? Currently CitizenSpeak is only compatible with Drupal 4.6 although there is a patch at http://drupal.org/node/44370 that may work with Drupal 4.7.

From the README.txt
This directory should be used to place downloaded and custom modules
and themes which are common to all sites. This will allow you to
more easily update Drupal core files. These modules and themes should
be placed in subdirectories called modules and themes as follows:
sites/all/modules
sites/all/themes
I'll look at that patch and see if it works
