Issue Summary
I seem to have installed the files etc. But cannot locate the Module on the module list... Might be a Mysql error?

What directory did you install the files into and are the permissions set so that the web server can read them?

DIR = public_html/condepsys/sites/all/modules/citizenspeak
Permissions for that folder are: 755

I'm not familiar with sites/all/modules, are you using Drupal 4.6? Currently CitizenSpeak is only compatible with Drupal 4.6 although there is a patch at http://drupal.org/node/44370 that may work with Drupal 4.7.

Sorry I should have said earlier - I'm running 5.1
From the README.txt
This directory should be used to place downloaded and custom modules
and themes which are common to all sites. This will allow you to
more easily update Drupal core files. These modules and themes should
be placed in subdirectories called modules and themes as follows:
sites/all/modules
sites/all/themes
I'll look at that patch and see if it works
