With 7/21/11 update only logged in users can see the +1 block

I added a +1 block to the top of my page using structure - blocks - and put it n the header. the rest of the settings are default.

It seemed to be working great, until I tried to view to site when not logged in and its not showing on any browsers unless I am logged in. I triple checked and i dont have any restrictions, it should show for everyone.

please advise.
