Anonymous vote still works only once

I've gone through the cvs updates, and noticed today when i tested the
module on my project that it still registers anonymous votes as users,
hence an anonymous user can only vote once, and if another anonymous user
from the other side of the world tries to vote, it doesn't work.

I'm currently on 4.7.x-1.x-dev 2007-Jan-12.
