compatability with panels on NODE / ADD form

Problem/Motivation

When activating the 'NODE EDIT' panel, it doesnt show up on creating a node, when i18n activated.
Im surprised no one else has filed an issue with this problem, so i hope its not a duplicate or something i am overseeing.

Proposed resolution

This is the same issue as http://drupal.org/node/537506, but applying to drupal 7, where it doesnt seem to be resolved.
It seems i18n doesn´t use the PANEL override of the node ADD form, but the original form. It does work for the node EDIT override of panels. A check needed for panels override when creating the node.
