Exception: Resource is not a file or it is an empty directory: <em class="placeholder">public://sites/default/files/tigertour/all/9000559-03082011.xml</em> in FeedsFileFetcher->fetch() (line 68 of /data/drupal7/sites/all/modules/feeds/plugins/FeedsFileFetcher.inc).
I have been getting this error all day on both the dev and alpha version of Feeds. I've also tried pulling files down via feeds fetcher directory, HTTP Fetcher and File Upload both supplying a file directly from my hard drive and off a server path, and finally off of a xml file located on both my testing server i am trying to do this work on and another live server running feeds under D6.
No matter what method I use I can't get any of them to fetch the files at all?
Any idea what I'm doing wrong or is this an issue inside of the Feeds Fetcher?

Dale Baldwin commentedOk worked it out, it was PEBCAK due to the structure of the new public:// and private:// path system. Until yesterday I hadn't seen this in use at all and am yet to see any doco on it so maybe needs to be an update to the little help instructions under the upload boxes to explain that this is the base of the files directory not /sites
