I'd like to be able to turn off the user selection list so that group admins can't "draft" users into their groups. Is there any way to do this by commenting out code?

Either that (which is a quite permanent solution) or just create a new permission set to control the access to the members/subgroup page.
I have written a patch as an example:
Permissions 'administer organic subgroups' and 'administer organic subgroup members' are new and control the respective menu entry.

This patch helps, but what I'm really trying to do is limit access to just the member selection list in the "Submit Group" and group details areas. I tried picking through the code, but couldn't really figure anything out. When I try commenting out just the member selection list, the list disappears, but then the group membership is reset to 0 every time you edit a group's details.

I didn't realize there was a patch here! I'll take a look at this.
