Cannot Create Groups

Hello,

I am new to Drupal and am having trouble with the OG module. I have a clean install of Drupal 5.1 and have downloaded/installed/enabled OG 5.x-2.2. The group directory appears on the left, however there is no create content >> groups. From what I have read, it seems as if this option should appear automatically. I have looked through the module options and have been googling this problem for a while now. Does anybody have any suggestions about what could be wrong?
