Admin:hover module seems to be very sensitive to site configuration regarding displaying new blocks, installing new modules, etc.
I will make here an issue where I will post some specific cases when admin:hover links just dissapear.
Plase specify if any is resolved in dev version

OLDer issues with no feedback for more than a year: (please specify if resolved in dev)
  1. block admin:hover does not work when masquerade block is displayed ( http://drupal.org/project/masquerade )
    node admin:hover is ok
    (issue #761726: incompatibility with masquerade module)

  1. Block admin:hover does not work on same pages where Devel module's Block is displayed


  2. Block admin:hover does not work on same pages where core Author information Block (id: block-profile-0) is displayed
    Moving the "Navigation" Block (id: block-user-1) above the "Author information" Block, the "Navigation" Block gets admin:hover links, but "Author information" Block no.


  3. Block admin:hover does not work on same pages where Author Pane Block (id: block-author_pane-0) is displayed
    Moving the "Navigation" Block (id: block-user-1) above the "Author Pane" Block , the "Navigation" Block gets admin:hover links, but "Author Pane" Block no.

Conor, maybe looking into http://drupal.org/project/block_edit might help you with some inspiration, because this module does work where yours doesn't

Isn't this just repeating (and hence duplicating) other issues?
