How to add universal meta tags?

I went looking for the way to add keywords and descriptions across my entire site.. and found nothing. The closest equivalent I could find was setting the default values for every content type meta tag field on the site.

Is there no better option? I hate to think of how involved this would become as my keywords and descriptions need to evolve. I have a feeling I'm missing something.
