Can I use an HTML email template for emailing my members

Does anyone know of a way to use an HTML email template to send newsletters to my user database? I am also curious if it is possible to maintain multiple lists similar to an email marketing package??? I have looked through the modules and suspect I might be able to use 'mailman' and 'mailing lists' but it wasn't clear to me that they would provide what I am looking for.
