When a project is created or promoted, the shortname should be forced to lowercase (or validated to lowercase). Drush has terrible fits if the shortname has caps in it.

This is a restriction that is best enforced at the project* level. Not sure the best way to do it there, exactly; maybe it's with a custom drupalorg restriction, maybe it's with an option in project* somewhere. Either way, gonna kick it over to the project* queue in order to figure out how to best address it.
