The style (ccs) information is not carried to the individual newsletter e-mail to the subscribers.

Is this normal or the style feature is not there?

Simplenews does not support to add css style info to a newsletter (HTML email of course). In Drupal 5.x you can use simplenews template module to style your newsletter. Mime mail module (available for D4.7 and 5) supports css style sheets.
