Currently we can not set access rule of the whole mini panel. This patch is a first stab at this. It's not working, because there are some key factors I'm not sure of. However, I've attached the patch, so maybe I can get some pointers on how to proceed.

I think the first question is where to save the access settings, in $form_state['item]?
