What About having the layout option for All Entities not only node entity.
Using Custom Form Registration there's no way to use Field Group Options.

And also if i delete a Field for an entity, the field form element it's still present on the Manage Form

Done - There is now a new project called Renderable elements which enables you to register any form in your installation. Still in development, so might act funky, but a release should be out pretty soon.
