I just installed 7.x-1.0-beta3 via the web installer and then ran drush upc and got this error:

# drush upc
WD rules: The reaction rule Control access to licensed file downloads[error]
(commerce_file_license_download_access) fails the integrity check and
cannot be executed. Error: or: Specifying state variables is not
possible for child elements.
WD rules: The reaction rule Revoke licenses on order update          [error]
(commerce_file_license_revoke_order) fails the integrity check and
cannot be executed. Error: or: Specifying state variables is not
possible for child elements.

I do not know which module this applies to in order to submit an issue to the appropriate project.
