This patch updates the Field Permissions README.txt for the changes that were made in #1279712: Revamp the Field Permissions user interface to make it more intuitive.

The patch only applies after #1114134: Remove dependency for Fields UI is committed, since both patches touch README.txt and that one is RTBC, so I didn't want them to conflict.
