When clicking on the zip link for download, I got the following error message.

The package manager should be fixed now :-) . If that doesn't work, try this:
http://drupal.org/files/projects/field_permissions-7.x-1.0-alpha1.zip

Also note that we've put a lot of work into the 1.x-dev branch with a new UI and stuff if you want to help out with testing!
