It would be great if I could define an user role that has privileges to upload files into single user folders, so an admin could give special files to users.

I couldn't figure a way out how this can be done and thus would be very thankful for any further hints.

you can define personal folders inside a subfolder. for example a personal folder prefix "users/u" will work if you have the "users" folder. then you can define a shared folder(which is the "users" folder in this case) for master-users and activate sub-folder navigation. note that master-users wont have their personal folders since IMCE does not support usage of both personal and shared folders at the same time.
