This patch adds admin defaults for the user settings for privatemsg for the entire site. If the user has not set his/her settings up then these will be used instead.

Note, also includes the period patch from http://drupal.org/node/132102 (as I was lazy).

First, %url is wrong. Second, wouldn't it be more correct to modify $user->privatemsg_allow etc in hook_user('login'), rather than add a condition in every other place where the variables are used?
