When on a page using Panels, I can't get to the Fusion Accelerator settings for blocks. I think that this may be because both modules are utilizing contextual links. I'm using Fusion Accelerator 7.x-2.0-alpha and Panels 7.x-3.0-alpha3 and Panels In-Place Editor 7.x-3.0-alpha3.

To reproduce:
1. Enable Fusion Apply and Fusion Apply UI
2. Enable both Panels In-Place Editor and Panels. If Panels In-Place Editor is not enabled, the problem will not occur all of the time.
3. Create a Panel page with multiple blocks.
4. Try to edit a block.

Expected Result:
I would be able to edit both a panel and a block.

Actual Result:
The panels contextual link seems to take priority over Fusion Accelerator links. Since you can't get to the Fusion Accelerator settings on the Configure Block page anymore, there's no way to edit the skin of a block when Panels In-Place Editor is enabled.

This requires altering the theme registry to privilege Accelerator's contextual links over Panels. The Skinr guys did it recently, but if this is truly going to be a separate, forked project, I don't feel comfortable merging that code with ours -- it's too confusing/hacky, and I can't support it. Perhaps it'd make sense if we had a second maintainer or active contributor who was more familiar with Panels than I am, but as things stand, I'd like to focus on improving the UX for existing functionality, and making more skins available across more Fusion themes. This is sort of a META issue rant, but I wanted to explain why I'm setting the issue to "won't fix" for now :)
