Configurable defaults and access policies for gallery settings

Examples:

* Admin should be able to decide whether colorbox is available to galleries (it maybe on the server for other, non-gallery purposes).
* Admin should be able to decide whether colorbox is the default.
* Admin should be able to decide on the default rows/columns for galleries, and whether rows/columns can be configured by users.
