Anonym can rate node more one time. For example each second.
Rate is in view.
My options of voting api are:
-Anonymous vote rollover 1 week
-Vote tallying - tally results whenever a vote is cast

For registered users module works normal.

I am also having this issue. What he means is that that an anom user can rate the node an unlimited amount of times. Instead of changing the users' rating, the module records a new rating. Meaning someone can sit there an rate the same content over and over to skew the overall rating.

This is a settings in votingapi, you can turn it off.

This solution does not work. Setting votingapi to 1 day still allows an anon user to vote infinite times

Yea this is a votingapi issue not fivestar. There's already an issue about this in votingapi.
