There is no [Browse] button appearing in the form on the importer page. Although I did set the Fetcher to "File upload" and did not check "Supply path to file or directory directly". See attached image. A misconfiguration?

I have looked everywhere, I have all privileges and I still do not see the Browse button. How can I help diagnose? thanks!

I am having the same issue. My screen looks just like the image you posted.

I have the same issue. It looks like it is a theme issue. The button shows up when I use Garland or Bartik but does not in my sub theme. So when I needed to do the import I just switched to one of those themes.

This is probably the same issue as reported in #2308343: File upload disappears with Bootstrap Theme (abuse of #description in theme_feeds_upload()), so closing this issue.
