Discount calculated without VAT / TAX

I notice that the discount percentage is calculated over the sellprice without VAT, where in the store all products are prized including VAT. When I output the discounted price on the catalog page as well as on the product page the regular price is shown incl VAT and the discounted price excl. VAT which is confussing to the customer. Anybody?!
