Is that a question or a statement? As it is in the Upgrading forum I assume you mean you were upgrading Drupal 6.22 > Drupal 7.9, but that is really clear either, maybe you were just upgrading rules? Or just updating rules? If you upgraded Core D6>D7 presumably you did that successfully before upgrading Rules? It just a very puzzling post. Sorry!

It seems the problems is only with Rules. I would disable Rules and dependent modules on Rules. Flush caches. Run updates again. Probably they will work.
Then you can try enabling Rules again, flush all caches again, updating Rules again. If there is still a problem, look at the error message in the error log. If you still need help, post that message here.

so not a problems with Rules. Just an AJAX error. I should have spotted that.
This issue is not new.

Two suggestions:
1. Make sure you have the latest version of Drupal core (7.9).
2. Try disabling the Overlay module.
If you have the latest version of core, and you still get the problem, you might post in the above thread. But let me know how you get on.
Probably it is safe to reinstall Rules!
