I've found other issues like #1130468: Php error on forward non-node page(views page, menu_callback page etc. ) that make it seem like this is possible via the UI. But on the 7.x-1.x release there is no checkbox for "Show Forward on non-node pages" on the settings page. Was this feature removed from the 7.x branch? If so, can we please add it back? :)

As a follow up here, it looks like the forward module does not provide the ability to add links on non-node pages. If you want forward links on non-node pages, please consider using the Service links module. Service links correctly builds links for the forward module, and lets you add them on every page.

I'm turning this into a feature request. :)

7.x-2.x and 7.x-3.x address this in different ways but between them you can place links on just about any page now. Service Links is also still an option.
