Developer tool to label regions on front end

I find Omega's "blocks" tool to be super helpful. I'd like to do something similar for Fusion.

I did some playing around. Screenshot attached. I created a block and loaded the same block across every region, then floated it to the top. The downside to this approach is Fusion Apply provides a contextual "edit skin" link for the labels. It may be better not to load the labels through hook_block, and just tack on some custom block-like markup instead. I'll provide a sandbox / feature branch when I have things a bit more stable and separated from the other changes I've made recently.
