Only Admin roles can edit the fields no matter how permissions are set. And View by all only works on some fields on some Users.

Using OG Groups and didn't realize that og field permissions were being enforced on the User Account even though it's not a Group or group content. The account does have a group audience field though so OG field permissions are enforced.
