I notice there are two blocks:
1) Flickr random photos
2) Flickr random photos by user.

The problem is that the first block's setting asks for a user ID but the second one does NOT. I would have expected the opposite.

Also, the block that does not ask for a user ID ( Flickr random photos by user) does not seem to work at all.
