Please help. I was able to theme my controls and see them when logged in, but when I see the site logged out there are no controls. What gives? Thanks!

I have the same problem. I set the permissions for anonymous users, each module and type of content involved, but just not working.
I have a block that works for authenticated users but not for anonymous users

I have tested this and it's working for me. So my guess is you may need to clear the cache.
