Drupal 10 compatibility release

This release only contains Drupal 9 compatibility fixes for the module.

Fixes critical #2025485: PHP Fatal error: Call to undefined function drupal_get_bootstrap_phase()

Initial commit of watchdog_rules, watchdog_triggers.
These modules use hook_watchdog to give site admins additional ways to be notified on events.
