I noticed that feeds imports set to be processed in the background restart after reaching 100%.

On the "Basic settings" of your Feeds importer, check the "Periodic import" setting. If it is not set to "Off", Feeds will periodically import the content. If no content has changed, the "Skip hash check" option on the processor settings page is turned off and there is a mapping target that is set as unique, Feeds will not update or create any items during this process.
