I see a similar issue of a D7 install not showing a UI under a certain condition, but I have no UI at all. I'm using ver.7.10 and cannot find any documentation relative to that version. So before anyone, including me, starts banging their head on the wall, would someone please point me to some info on where I can access the UI if it is available? It shows that it is installed, but I have nothing to show for it. Thank you.

@robatk, subgroups are set up quite manually in D7 (at least for now), and it's a bit confusing. You have to add the "groups audience" field to a group type, representing the link to a group's parent group. I found this comment was really helpful: http://drupal.org/node/1345212#comment-5363040
