I am currently using the module http://drupal.org/project/media_gallery for a pro bono small project I am working on, but it lacks one very critical feature that I need. I create a dozen or so galleries a year and each can contain anywhere for 2 to 200 photos. I need the ability to have each gallery created also create its own folder and have the photos uploaded to it. So something like /sites/default/files then each gallery inside that as it is created like gallery1 gallery2 etc. If there is a better solution that offers the same functionality to create hierarchical galleries each in its own folder and also slide viewing on a node page as well as through something like colorbox I am open to suggestions. I am thinking I can go as high as $100, but I might be able to go higher depending on the solution offered. I cannot go much higher though.

Since so many of the solutions aren't ready for production sites, I just ended up using a combo of cck and views to do my galleries. You could tie in IMCE so that you get a file browser and you could upload the images exactly where you want instead of them all going to the same location.

I tried that but all I was able to do was figure out how to use a view to display them and it required each photo being a separate node, which is crazy when I has like 5000 photos I am trying to deal with and more coming in everyday. I am going to have to look at this situation closer. I am really sad and shocked at the serious lack of photo modules and the lack of information about photo and media in D7 in general and with D8 out soon I wonder how much less will exist for it. So much information and so many modules exist for D6 and all the videos I can find even paid ones are D6 and I try to follow them but its not always possible. I have Asperger's Syndrome and I have building pc, servers, and networks for 20+years. I have done dozens of websites in html back in the day and I am a member of several academic honors societies, I am a published author and about to start graduate school but I feel so stupid right now because I should be able to figure all this out and I cant.
Most of the replies I got so far have wanted around $300 to do it which is fair I know, but is way more then I can afford since this is a free job for a scout troop and I am footing the whole bill. I will probably just continue to use google and ask questions and figure it out. Thank you for the advice though =)
Each a node
There is a solution that allows each gallery to be a node and then you attach all the photos for a gallery to that node. So if you have 5 galleries, you only end up with 5 nodes. I can look up the specifics on that if you'd like. I used it some months back for a site I did as a volunteer, but I can't remember the exact specifics at the moment.
While D8 is being worked on, it's not going to be out soon. I'm hearing we're still a good ways away from it being ready. And with many important modules still being heavily worked on, it's hard for anyone to come out with some of the other modules - like galleries - because they rely so heavily on those modules. Maybe what needs to be done in the meantime is some exports of content type(s) and view(s) so that people could just import them and have a fairly good gallery.
