Currently, there is no way to access the administration pages for Fusion Apply and Fusion Apply UI from the default Drupal toolbar. Currently the settings are only accessible from third-party admin menu modules or from the modules list page. Can we add a tab to the Appearance page (admin/appearance)?

It seems like the only way to do this is to change admin/appearance/fusion to MENU_LOCAL_TASK rather than a "normal" menu item. To do this, we will need to also change the Skins import/export menu items to be actions on the Skins list page.

Attached is a patch that applies to the latest 7.x-2.x-dev release (Jan 21) and makes these changes. I am unsure as to whether any access/permissions related settings need to also be changed to make this change secure.
