Can't add contextual links to blocks for non-priveledged users (ie no administer blocks, administer menu permission).

A module may try adding contextual links for non-privileged users, but they will utterly fail to be added. This is due to a direct check for permissions of those blocks in the preproccess block (tis checking when grabbing the links also). Patch removes that, and moves some code to within the if area so nothing uneeded is done when no links.
